The City of Rowlett concluded Phase I of Realize Rowlett 2020 with the Final Plan adopted by City Council on September 20, 2011.

Phase II was concluded on November 6, 2012 with the adoption of the Form Based Code, adoption of the Downtown Report into the Comprehensive Plan, and rezoning of four areas; Woodside Living, Healthy Living, Signature Gateway and Downtown!

Realize Rowlett 2020 is the City's Comprehensive Plan that guides decisions on all development.  Phase I served to update the comprehensive plan, which had not been updated in 10 years.  Phase II was about implementing the vision and led to the adoption of new zoning regulations in four key areas to ensure the vision for these areas was realized!  Phase II was needed as the RealizeRowlett 2020 provides guidelines but not enforcable development regulations.

The Consultant Team for Phase II was led by HOK and includes Ricker-Cunningham, Townscape, Inc. and Kimley Horn.  The consultants will work with the City staff and the community to create this plan for Rowlett’s future.
