Patrol Division


The Patrol Division is the "heartbeat" of the Rowlett Police Department. There are currently 39 patrol officers, four sergeants, and four lieutenant positions that comprise the division. They are assigned to one of two shifts-- Days (6:00am-6:00pm, and Nights (6:00pm to 6:00am). It is their responsibility to provide prompt, courteous service and protection to the citizens of Rowlett 24 hours a day, 7 days a week.

Each of the patrol shifts has a sergeant and a lieutenant (Watch Commander) assigned to it. The sergeants are Sgt. Anthony Castiglone, Sgt. Rick Caillet, Sgt. BJ Green, and Sgt. Dean Poos.

The Patrol Division Watch Commanders are Lt. Marvin Gibbs, Lt. Craig Watson, Lt. Leroy Brantley, and Lt. Michael McGough. They report directly to Assistant Chief of Police Lamar Evans.

The Patrol Division is where the most recognizable organizational effect of Community Oriented Policing has taken place. The City of Rowlett is divided into four geographical beats or areas. It is the responsibility of the officers assigned to each beat to respond to calls for service, conduct preventive patrol within the neighborhoods and business districts, seek out problem traffic areas and enforce traffic laws, as well as to work with other municipal departments to ensure the upkeep and safety of their assigned areas. 

Specialized units within the patrol division are composed of individual officers who excel at certain duties and have been given intense specialized training. The units include, Crime Scene Search Accident Investigation, GREAT, Field Training Officer (FTO), and the Special Weapons and Tactics Team (SWAT) .


THE WATCH COMMANDERS
 

Lt. Marvin Gibbs is a Patrol Division Watch Commander assigned to Day Shift. Lieutenant Gibbs began his career with the Rowlett Police Department on June 23, 1988 as a patrolman. In that position he trained in several specialty fields including Intoxilyzer operator, and Field Training Officer.

On May 2, 1996 he was promoted to the rank of Sergeant where he worked in the Patrol Division. As a Sergeant his duties included supervising street officers, D.A.R.E. Officers, Accident Investigators, Field Training Officers, and Intoxilyzer Operators.

On February 3, 2000 he was promoted to his current rank of Lieutenant. Other duties include supervising the Field Training Officer (FTO) program.  

He is a graduate of the FBI National Academy 229th Session, the Bill Blackwood Law Enforcement Management Institute of Texas, Leadership and Command College, class #42, and the Southwestern Legal Institute School of Police Supervision .   

Lt. Gibbs holds a Master Peace Officer Certificate,  as well as a Law Enforcement Instructor License from TCLEOSE.

Lt. Leroy Brantley is a Patrol Division Watch Commander assigned to the Night Shift. Lt. Brantley began working for the Rowlett Police Department on June 20, 1989 as a patrolman. In addition to his duties as a patrolman, Lt. Brantley also worked in specialty fields including field training officer, intoxilyzer operator, firearms instructor, and was a original member of the special operations response team (SORT).

In 1997 Lt. Brantley was transferred to criminal investigations, assigned to investigate offenses involving child exploitation and abuse and kept up the sex offender registration program for the police department.  

Brantley was promoted to the rank of Sergeant in 2002 and assigned to the patrol division until his promotion to Lieutenant in 2005. 

Lt. Brantley holds a Master Peace Officer Certificate, Firearms Instructor Certificate and Law Enforcement Instructor License from TCLEOSE.

Lt. Craig Watson is a Patrol Division Watch Commander assigned to the Night Shift. Lt. Watson has been employed with the Rowlett Police Department since 1994.

He was promoted to his current rank in January 2004. Lt. Watson is a member of the Special Weapons and Tactics Team (SWAT) and the Honor Guard. He is a Firearms Instructor and an Intoxilyzer operator.

Lt. Watson is a graduate of the Southwestern Legal Institute School of Police Supervision and the Bill Blackwood Law Enforcement Management Institute of Texas, Leadership and Command College.

Lt. Michael McGough is a Patrol Division Watch Commander assigned to the Day Shift. Lt. Mike McGough began his law enforcement career with the Houston Police Department and became a Rowlett Police Officer in 1991. 

Lt. McGough has previously served as the department's Training Coordinator, keeping each officer's training record current and arranging all mandatory and optional course work.

He has also conducted recruiting and testing for new police officers, administering written and physical testing to identify the best potential candidates. 

Lt. McGough has been a member of the SWAT Team, a Field Training Officer, and is currently the Honor Guard supervisor.   He is a TCLEOSE certified instructor and has held departmental instruction for Cultural Diversity, Racial Profiling and Family Violence.   He holds a Masters Peace Officer Certification and is a graduate of the Southwestern Legal Institute School of Police Supervision.

 THE SERGEANTS


Sergeant Rick Caillet is assigned to the Patrol Division as a shift supervisor on the Day Shift.  Sgt. Caillet began his law enforcement career with the Balch Springs Police Department and became a Rowlett Police Officer in 1992 as a patrolman.

In addition to his duties as a patrolman Sgt. Caillet also worked in specialty fields including Field Training Officer, Intoxilyzer Operator, Accident Investigator/Reconstructionist, and Officer in Charge (OIC).  Sgt. Caillet holds an Intermediate Peace Officer Certificate and Law Enforcement Instructor License from TCLEOSE. 

On February 25, 2003, Sgt. Caillet received the "Police Chief's Award for Excellence". 

Sgt. Caillet received a field promotion to Acting Corporal in early 2003.  On March 27, 2003, he was promoted to Corporal and was assigned to Evening Shift.  On January 15, 2004, Sgt. Caillet was promoted to his current rank.

Prior to being promoted to Sergeant, Sgt. Caillet completed a comprehensive study/proposal for a traffic unit within the Rowlett Police Department.  Sgt. Caillet was an original member of the newly formed Traffic Unit.  Sgt. Caillet also completed a comprehensive study/proposal for the Fatal Vision Program, a program designed to simulate various levels of intoxication through the wearing of special eyewear. 

Sgt. Caillet presents the Fatal Vision Program to various groups, high school students, church groups, etc.  Sgt. Caillet instructs classes for the Citizens Police Academy.

Sergeant Anthony Castiglione is assigned to the Patrol Division as a shift supervisor on the Night Shift. Sgt. Castiglione has been with the Rowlett Police Department since February 1998. He was promoted to his current rank in January of 2004. Sgt. Castiglione is a member of the Special Weapons and Tactics Team (SWAT), the Honor Guard and the Department's Firearms Training Program.

Sgt. BJ Green is assigned to the Patrol Division as a shift supervisor on the Night Shift. Sgt. Green holds a Bachelor of Science Degree from the University of Texas - Arlington. He has been a certified peace officer since 1981, has over 5256 training hours, and holds a Master Peace Officer Certificate from TCLEOSE.


Sgt. Green joined the Rowlett Police Department in 1988 in the Patrol Division, at times being assigned as a patrol officer, patrol sergeant, crime scene investigator, and hostage negotiator.   In the Support Services Division, Sgt. Green has previously supervised the Communications Section and the Records Section.  Sgt. Green's interests include photography, motorcycles, and travel.

Sgt. Dean Poos is assigned to the Patrol Division as a shift supervisor on the Day Shift. Sgt. Poos has been a police officer for over 27 years. He was born and raised in Southern California in the Los Angeles area. At 17 years old he enlisted in the United States Marine Corps after graduating high school in the middle of his senior year.

Sgt. Poos spent three years in the Corps. He was trained as an Infantry Rifleman (i.e. a "grunt"), but as is not uncommon for the military, worked most of his tour as an MP/Security Officer guarding nuclear weapons. Sgt. Poos spent two of his three year tour stationed on Oahu, Hawaii. It was in Hawaii that he began scuba diving as a hobby.

After leaving the Marines, Sgt. Poos moved to Brownsville, Texas with a buddy from the service. Sgt. Poos was hired by the Brownsville Police Department and attended the Lower Rio Grande Valley Police Academy. He worked as a patrolman for Brownsville for a year and a half, obtained his A.A.S. degree at the local junior college, then returned to Southern California to work in law enforcement there.

Once back in L.A., he was hired by the Hawthorne Police Department, attended the Los Angeles County Sheriffs Academy and worked for Hawthorne PD as a patrol officer for a short time. He then returned to Brownsville and the Brownsville Police Department where he worked in various assignments for another 12 years. During this period, he obtained his B.S. Degree in Criminal Justice.

Sgt. Poos gained a lot of valuable experience working for Brownsville PD. As a cop you are forced to learn fast in that type of environment. He left Brownsville as a Sergeant and moved to Rowlett where he was hired as the Police Department's Communications Supervisor.
